Abstract

This study examines the extent to which officials in Kawe Village, Kontuar District, Merauke Regency, understand their duties and functions according to Law Number 6 of 2014 concerning Villages, and the factors that shape this understanding. The study used a qualitative descriptive approach with nine informants traced through in-depth interviews, observation, and documentation in June 2026. The results showed that officials' understanding of their main duties and functions was still limited, influenced by minimal training and the absence of a standard performance evaluation system. This condition was reflected in a number of development programs that were not achieved as planned. The study recommends ongoing training tailored to the geographical conditions of remote villages, strengthening the internal evaluation system, and mentoring patterns that accommodate local customary structures.
