Environmental Policy and Public Health: A Systematic Literature Review in Public Administration Perspective

Environmental policy and public health represent two intersecting domains within public administration governance. This Systematic Literature Review (SLR) examines the nexus between environmental policy and public health outcomes from a public administration perspective, drawing on 52 peer-reviewed studies (2020–2024) selected from 312 records across Scopus, Web of Science, ScienceDirect, Springer, and Taylor & Francis using the PRISMA 2020 protocol. Five principal findings emerge: institutional fragmentation constitutes the primary governance barrier; collaborative governance enhances policy implementation under specific institutional conditions; substantive community co-governance improves health equity outcomes; digital governance tools transform policy responsiveness; and climate governance remains an underutilized vehicle for public health co-benefits. This review contributes a six-dimensional governance failure typology, a cross-regional comparative matrix, and an Integrative Governance-Health Equity Conceptual Model to public administration scholarship.
